Abstract
This paper defines the present programme as a qualitative picture within philosophy of physics. It offers no new testable quantitative predictions, and only provides a hierarchical interpretation of established physical results, demonstrating its consistency with the mainstream conclusion that rest‑mass contains internal interaction energy. From an energy‑ontological perspective, this paper proposes that mass, electric charge and color‑charge are not mutually independent intrinsic properties of particles, but external manifestations of energy differentiated at distinct interaction hierarchies. Mass corresponds to gravitational‑inertial effects at macroscopic scales, electric charge governs electromagnetic interactions, and color‑charge represents the microscopic quantum structure of strong interactions. The three originate from the same source and are unified under the ontology of energy. This work aims to construct a self‑consistent narrative framework without modifying the physical content of the Standard Model.

1 Introduction
Modern particle physics has confirmed that the rest‑mass of composite particles does not originate entirely from the intrinsic rest‑mass of their constituents. 2 Statement of the Programme
This paper advances the following qualitative programme:
1. Mass is the manifestation of energy at macroscopic, low‑velocity scales, corresponding to gravitational effects and inertial properties of bodies.
